This is the slow running volume screw assembly, consisting of the screw, a spring, a brass or copper washer and a rubber sealing washer. The rubber washer goes in the shouldered hole first, followed by the brass washer. The spring rides on this. The screw just screws into place. On all openings and holes like this, make sure they're thoroughly clean, lots of varnish and oozy old rubber ends up in here.
