The throttle plate goes through the shaft and is held into place with two screws. Before tightening them up, you should ensure that the plate is centered...hold the carb body up to a light and look through the bore with the plate closed. You shouldn't see much (if any!) light around the outside of the plate. Also, the plate only properly goes in one way--there are tapered edges that need to lie flat against the carb body when the plate is closed. It will be pretty apparent if you get this wrong!
