Why does my 1E14989 have uncovered lights?

Car would not likely have been delivered with covered headlights as open headlights occurred in Jan '67 at approximately VIN 1E14535 according to factory records. There were some exceptions on later cars but not documented.

This 1967 Jaguar XKE Series I roadster is finished in red over a black interior and is powered by a 4.2-liter inline-six paired with a four-speed manual transmission. Features include a black convertible top, chrome bumpers and trim, knock-off wire wheels, an AM/FM radio, and a wood-rimmed steering wheel. The car was delivered new in Malibu, California, and entered current ownership in Washington in October 2001. The seats were reupholstered in 2009 and the engine and transmission were rebuilt circa 2018. Maintenance in April 2021 included replacing the battery, alternator, regulator, spark plugs, and ignition components. This XKE is now offered on behalf of the owner’s estate with a boot cover, a Jaguar Heritage Trust certificate, service records since 2001, service manuals, spare parts, and a clean Washington title.
The car left the factory in Pale Primrose and was refinished in red under previous ownership. Additional exterior work included re-chroming the bumpers in 2003 and refinishing the rear clip and replacing the black convertible top in 2005. Features include a black boot cover, central exhaust exits, and a driver-side mirror.
Chrome 15″ wire wheels are mounted with winged knockoffs and wear Vredestein Sprint Classic tires that are said to have been installed in 2004. A matching spare is stored in the trunk. Braking is from four-wheel discs, and the front pads were replaced in 2009 along with the left-front wheel bearing. The upper and lower ball joints, sway bar bushings, and right-rear hub were replaced in 2018.
The cabin is trimmed in black with leather bucket seats that were reupholstered in 2009. The dashboard was rewrapped in September 2016 and additional interior work is documented in the gallery.
The wood-rimmed steering wheel frames Smiths instrumentation including a 160-mph speedometer, a tachometer with an inset clock, and auxiliary gauges mounted atop the center stack. The speedometer and tachometer were rebuilt in September 2016. The five-digit odometer shows 56k miles, approximately 10k of which were added under current ownership. Total mileage is unknown.
The 4.2L twin-cam inline-six was rebuilt by British Specialty in Maple Valley, Washington in 2018. The water pump, oil pump, engine mounts, and transmission mounts were also replaced. In April 2021, British Specialty tuned the carburetors and replaced the battery, alternator, regulator, spark plugs, ignition coil, points, and condenser. Service receipts and logs, and a photo of the engine block stamping are provided in the photo gallery.
Power is sent to the rear wheels through a four-speed manual transmission. British Specialty rebuilt the transmission and rear drive axle and replaced the clutch in 2018.
The Jaguar Heritage Trust certificate lists factory colors and identification numbers as well as a manufacture date of March 3, 1967.
